National Consultation towards Third Universal Periodic Review

The Universal Periodic Review (UPR) is a mechanism of the Human Rights Council (HRC) aimed at improving the human rights situation on the ground of each of the 193 United Nations member States.

As part of the UPR process, National Human Rights Institutions like the National Human Rights Committee (NHRC) are allowed to make general comments at the plenary session of the Human Rights Council. In order to prepare such general comments and supporting reports on the human rights situation in India, the NHRC is organising this consultation. The consultation will also touch upon the outcomes of five regional consultations held across the country.

The consultation is designed for discussion in working groups on recommendations accepted by the government of India in the previous (second) cycle of the UPR, as well as possible recommendations for the upcoming review. The working groups will be- (i) Civil and Political Rights, (ii) Economic, Social and Cultural Rights and (iii) Rights of Women and Children.
